Project Overview

Butier Engineering, Inc. provided professional construction management support and special inspection services for the 1,2,3-Trichloropropane (1,2,3-TCP) Removal Treatment Plant Project. This critical project is required for the City of Chino Hills to comply with the State Water Resources Control Board mandate of an MCL of 0.005 micrograms per liter of 1,2,3-TCP, which was identified in the City’s groundwater wells supply. The water treatment facility will consist of granular activated carbon (GAC) vessels to remove 1,2,3-TCP. The treatment facility will provide the following benefits: produce nearly 3 million gallons per day of high-quality drinking water for residents; reduce the City's dependence on costly imported water from other agencies; improve groundwater resources; increase local, sustainable water supplies; save the City money on purchased water delivery costs; and enhance resiliency during drought.

Scope of Work

  • Construction of a centralized GAC treatment plant to remove contaminants from the water
  • Installation of granular activated carbon (GAC) treatment vessels and associated piping
  • Site civil work including grading, access roads, fencing, and stormwater improvements
  • Electrical, instrumentation, and SCADA upgrades to integrate the new facility with the City's existing system
