Project Overview

Butier Engineering, Inc. provided construction management and inspection services for the Chino I Reliability Project.

Scope of Work

  • A new building built onto the existing Chino I Desalter facility
  • A new reverse osmosis train tied into the existing feedwater, permeate, concentrate, and CIP piping manifolds
  • Modification of the existing sulfuric acid chemical system by replacing two existing metering pumps and furnish and install two metering pumps with appurtenances and discharge piping
  • A trench overflow constructed and connected below the air gap that conveys water to the brine line
  • Slurry seal all existing and new asphalt surfaces
  • Coating of the exterior of the existing process building to match the new process building exterior coating system
  • Coating of all existing trenches

Project Challenges/Solutions

The Chino I Desalter treatment plant is a critical source of supply to the Chino Basin Desalter Authority. The construction activities had to be performed within the operational treatment plant such that CDA’s ability to meet its customer’s demands for treated drinking water was not reduced in terms of quantity or quality. Butier’s CM Team ensured that the Contractor’s work did not impair the operational capabilities of essential elements of the treatment process or reduce treatment capacity below levels sufficient to meet demands for water throughout the contract time.
