Otay Water Treatment Plant Upgrade and Expansion

The City of San Diego Water Department selected Butier Engineering, Inc. to provide construction management, field engineering, administration, and inspection services for the Otay Water Treatment Plant Upgrade project. This upgrade and expansion project is under the City’s Capital Improvement Program. The Otay plant is a critical component of one of the nation’s largest systems for storing, treating, and delivering water to residents and businesses.

Scope of Work

• Construction and installation of piping (48″ overflow and 18″ storm drain piping) and facilities for a membrane filtration system
• Mass grading and construction of two 7 million-gallon treated water (clearwell) reservoirs (DYK prestressed concrete reservoirs)
• Modifications to a raw water pump station
• Installation of a chlorine vapor scrubber
• Tie-ins to the CWA SD-7 raw water line and the lake water influent line
