Butier Engineering, Inc. provided construction management, contract administration, and inspection services for the Pipeline 4 Relining SR 52 to Lake Murray project. The project site was located in two separate areas. The Pipeline 4 Relining and PCCP Replacement site began on the north side of State Route 52 and proceeded through Missions Trails Park to Lake Murray in the City of San Diego. The Pipeline 3 Relining site was located in Lake Shore Drive in the City of San Diego and proceeded to Baltimore Drive located in the City of La Mesa.
The scope of work included relining approximately 2,400 feet of existing 69-inch diameter Pipeline 3; 16,600 feet of existing 72-inch diameter Pipeline 4 prestressed concrete cylinder pipe using steel liners; and the replacement of approximately 60 feet of existing 84-inch Pipeline 4 PCCP using welded steel pipe. The work included, but was not limited to, the following: installation of access portals; clearing, grubbing, restoration, hydroseeding, and revegetation; dewatering; installation and removal of interior bulkheads; storm water pollution prevention; grading, excavation, shoring, bracing, and backfill; cutting, demolition and disposal of existing PCCP; fabrication, installation, and chipping of steel liner sections and steel grout rings; fabrication and installation of steel pipe sections and welding; acoustic fiber optic monitoring system modifications; installing cathodic protection monitoring stations; placing reinforcing steel and concrete encasement; and structure rehabilitation.
