Butier Engineering, Inc. provided construction management and inspection services for this $80 million pipeline project, which provides water reliability and quality benefits to western Riverside County. It was a joint effort between Metropolitan Water District of Southern California (lead agency), Western Municipal Water District, and Eastern Municipal Water District.

The Perris Valley Pipeline has enhanced the water delivery capacity of MWD’s Henry J. Mills Water Treatment Plant by up to 150 million gallons per day, helping meet retail, municipal, and industrial demands in the region. Construction consisted of 6.5 miles of 96-inch treated water pipeline; four service connections from the pipeline; and four pump stations. The major water line runs from the Henry J. Mills WTP east along Alessandro Boulevard and then south to Oleander Street paralleling the 215 freeway, a major arterial for commuter traffic in Riverside.

Ultimate project beneficiaries include the Cities of Riverside, Moreno Valley, Perris, Sun City, and Menifee; March Air Reserve Base; and the March Joint Powers Authority.
