OCWD Awards GWRS Final Expansion Construction Management Contract to Butier
Orange County Water District selected Butier Engineering, Inc.—in partnership with Carollo Engineers—to provide construction management services for the Groundwater Replenishment System (GWRS) Final Expansion. The water reuse project will create an additional drought-proof drinking water supply for over one million people by expanding the existing 100 MGD Advanced Water Purification Facility to 130 MGD; constructing Plant No. 2 Secondary Effluent Conveyance Facilities; and rehabilitating an existing pipeline between Plant 1 and Plant 2 to bring secondary effluent to the GWRS. The total estimated cost of construction is approximately $188 million. Construction will begin in 2019 and be completed by 2023. Additional Butier team members include ON-SITE Technical Services, Inc. and Environmental Science Associates.
OCWD Awards Five Coves Contract to Butier
Orange County Water District selected Butier Engineering to provide construction management and inspection services for the Upper and Lower Five Coves Rehabilitation Project. The existing Five Coves facility is in need of major rehabilitation in order to continue to provide diversion of flows. The scope of work includes construction of a new flow measurement structure at the end of the Off River system, construction of a new surface transfer structure and drain tube between Upper Five Coves and Lower Five Coves, rehabilitation of the gates between the Santa Ana River and Upper Five Coves Basin, and the replacement and construction of a new gate and concrete inlet between Lower Five Coves and Lincoln Basin.
PROJECT SPOTLIGHT: City of Tustin’s Moffett Drive Bridge Construction & Street Improvements
Butier is providing project management, construction management and inspection services for the Moffett Drive Bridge Construction and Street Improvements Project. The bridge work consists of constructing a single span cast-in-place concrete box girder bridge approximately 108 feet in length and 73.25 feet in width. SOCWA’s Wastewater Treatment Plant Awarded “Plant of the Year”
Congratulations to South Orange County Wastewater Authority (SOCWA) for receiving the “Plant of the Year” award for the J.B. Latham Wastewater Treatment Plant. The local chapter of the California Water Environment Association (CWEA) honored the plant and SOCWA for its overall performance, financial strength and recent innovations. Butier Engineering, Inc. provided construction management services for the J.B. Latham Treatment Plant Facility Improvements Packages A and C Project. PROJECT AWARD: Mesa Water District Selected Butier to Provide CM Services for New Wells Project
Mesa Water District selected Butier Engineering to provide construction management and inspection services for the Croddy Avenue and Chandler Way Wells and Pipeline Project. The project will provide the District with additional assurance to meet its demands with local groundwater supplies during peak demand periods and when water production facilities are undergoing routine maintenance. In March 2017, the District purchased a 0.42 acre lot containing a 10,000 square-foot building at 4011 West Chandler Avenue in the City of Santa Ana. In August 2017, The District purchased a 0.5 acre lot containing a 6,700 square foot building at 3120 South Croddy Way in the City of Santa Ana. Both properties are intended to house a new well that will provide water reliability enhancement to the District. The pipeline alignment will be located within the City of Santa Ana, connecting to the District’s distribution system at the City of Costa Mesa border.
Butier Team Attends Groundbreaking Ceremony for Trampas Canyon Dam & Reservoir
Mark Butier, Eric Weber, Casey Lack, and Katie Squires (left to right) from Butier Engineering, Inc. attended the groundbreaking ceremony for the Trampas Canyon Dam & Reservoir on February 22, 2018. Butier is providing construction management services for the high-profile project, which is a partnership between Santa Margarita Water District and Rancho Mission Viejo. The $82-million dam and reservoir will provide seasonal storage of 1.6 billion gallons (5,000 acre-feet) of recycled water to maximize a local resource for South Orange County. Construction is anticipated to be completed by Spring 2020. AECOM is the Engineer of Record and Sukut Construction, LLC is the General Contractor.
Butier’s Founder and President Mark M. Butier Received ECA’s 2017 DIG Award!
Congratulations to our founder and President Mark M. Butier for receiving the Engineering Contractors’ Association’s Dignity, Integrity, and Generosity (DIG) Award. The late Bill Davies of Albert W. Davies was honored with the Posthumous DIG award, which was accepted by his son Les Davies. Since 1988, the ECA has honored professionals like Mr. Butier and Mr. Davies who have laid the foundations upon which the Southern California underground and heavy construction industry is built. The black tie dinner and ceremony was attended by 200 guests, dignitaries, and colleagues at the Los Angeles Millennium Biltmore Hotel.
During his acceptance speech, Mr. Butier paid tribute to his parents for the enormous sacrifices they made to give him and his siblings the opportunities they never had. “My father was 18 years old when he immigrated to America from Konavle, Croatia after the death of my grandfather. He sent money back to his widowed mother and seven siblings for 20 years. At the age of 40, he married my mother and they worked hard to raise four children and provide them each with a college education,” Mr. Butier explained.
In 1952, Mr. Butier received his bachelor of science degree in civil engineering from Santa Clara University. He spent his early career as a structural engineering design consultant with a leading Los Angeles based firm. His design background varied from multi-story buildings to large-scale civil infrastructure throughout California. After a decade as a design professional, he transitioned to the construction industry where he served several leading civil contractors as a senior project manager and resident engineer.
Mr. Butier elected to strike out on his own in 1976 to form Butier Engineering, Inc. His vision was to provide services to public owners, offering a full complement of technical and project / construction management services. In its 40-year history, Butier has successfully managed over $1.5 billion of public infrastructure projects throughout Southern California and Arizona.
Water Replenishment District Awards Butier CM Contract for Multiple Safe Drinking Water Wellhead Treatment Projects
The Water Replenishment District of Southern California has selected Butier to provide construction management and inspection services for the Multiple Safe Drinking Water Wellhead Treatment Project. The project includes the City of Huntington Park Well 15, City of Lynwood Well 11, and the California American Water Company Arlington Well. The wells are a part of the District’s Safe Drinking Water Program, which promotes the cleanup of groundwater resources at specific well locations that have been adversely affected by years of improper disposal of industrial solvents. Wellhead treatment facilities will be installed at each well location in order for the District to remove contaminants from the underground supply and deliver the extracted water for potable purposes.
PROJECT SPOTLIGHT: Vista Verde Reservoir Replacement—Phase II
Butier Engineering is providing construction management and inspection services for the replacement of the City of Escondido’s Vista Verde Reservoir. The existing 750,000-gallon steel reservoir, which suffered from internal corrosion, is being replaced with two 1 million-gallon Type I pre-stressed concrete reservoirs that will be partially buried. Butier Awarded West Basin Municipal Water District Visitor Center Renovation Contract
Congratulations to Butier for being selected to perform construction management services for West Basin Municipal Water District’s Visitor Center Renovation Project. The existing visitor center, which is located at the Edward C. Little Water Recycling Facility, is visited by school groups, members of the public, and visitors from various countries. At the facility, visitors have the opportunity to learn more about the District’s mission, various water recycling treatment processes, as well as Southern California water issues. Construction of the project will be completed in September 2018. Major components of the project include the following:
- Reconfiguration of the existing large conference room to accommodate 140 people (seated)
- Relocation of the small conference room
- Remodeling of the lobby and entry vestibule and rest rooms
- Reconfiguration of the existing parking lot
- Construction of a new parking lot on the east side of the entrance
